WhatsApp AI agent · Lebanon

WhatsApp AI agent and chatbot development in Lebanon.

Hephon is an AI agency in Dubai (Hephon L.L.C-FZ), with its engineering team rooted in Lebanon, that builds WhatsApp AI agents for Lebanese businesses: agents that read Lebanese Arabic, Arabizi, French and English and complete orders, support requests and account changes from your own systems.

What does a WhatsApp AI agent do for a Lebanese business?

It answers the messages your staff answer today, mostly in Arabizi with French and English mixed in, from your real stock, billing or bookings. It quotes in US dollars, handles cash on delivery, keeps working through connection drops, and hands anything unusual to a named person on your team.

The Lebanese WhatsApp inbox

A Lebanese business inbox is mostly Arabizi: “kifkon, baddi order”, “fi 3andkon…?”, “2addesh?”. French greetings and thanks, English product names, and voice notes for anything longer than a line. Customers expect an answer in minutes, and many businesses still have one person answering all of it from a phone.

The job of the agent is to take that load: understand the mixed message, look up the answer in your system, reply in the same style, and leave your person the conversations that need judgement.

  • kifkon, fi 3andkon charger type-C? 2addesh?

Hi, do you have a type-C charger? How much?

  • baddi order nafs l marra l madye, merci

I want the same order as last time, thanks.

  • عم حاول ادفع الفاتورة بس ما عم يزبط

I am trying to pay the bill but it is not working.

  • voice note, 22 seconds

Anything longer than a line arrives as a voice note.

What is specific to WhatsApp in Lebanon

Pricing, payments and connectivity all work differently from the Gulf.

WhatsApp bills Lebanon as “Rest of Middle East”

Meta has charged per template message since 1 July 2025. Lebanon has no rate of its own: it sits in Meta’s “Rest of Middle East” group with Bahrain, Jordan and Yemen, billed in US dollars, so costs are planned on that group’s rates.

Prices are in dollars, payment is often cash

Since the 2019 crisis most Lebanese businesses price in US dollars, and a lot of payment is cash: the World Bank put the cash economy at about 46% of GDP in 2022. An assistant here quotes in USD, handles cash on delivery and keeps the lira out unless your business uses it.

Two mobile networks, both state-owned

Mobile service runs on two state-owned networks, alfa and touch, and fixed lines on Ogero. Connections drop more often than in the Gulf, so we build for retries: a message that fails is resent, and a call that cuts off can pick up where it left off.

Law No. 81 of 2018, and no data regulator

Lebanon’s data rules sit in Law No. 81 of 2018 on Electronic Transactions and Personal Data. It is lighter than the GDPR and there is no independent data protection authority to answer to, which is not a licence to be careless: we keep personal data to what the job needs and keep it out of model training.

What we build on WhatsApp for Lebanese businesses

Orders and delivery

Products found from an Arabizi request, the basket confirmed with a USD total, delivery area checked, cash on delivery or your payment link.

Billing and account questions

Balance, renewal and plan questions answered from your billing system, with changes made only after the customer confirms.

Issue reports

A customer shares a location and describes the problem; the agent opens the ticket and tells them what happens next.

One inbox for your team

Your staff see every conversation, take over any of them, and get a short summary instead of scrolling.

For a Lebanese internet provider we built a messaging bot that lets customers share their location for service queries, report issues and manage basic account tasks, getting them to the answer in three or four messages instead of a long phone call. It runs on Telegram, because that is where that provider’s customers were; the same design runs on WhatsApp.

Cost and timeline in Lebanon

A focused first build usually lands between a few thousand and a few tens of thousands of dollars, depending on how many channels and systems it touches and how clean your data is. We scope a fixed price after a short discovery call, so you know the number before you commit. We quote in USD. Meta’s per-message charges are billed by Meta at its “Rest of Middle East” rates.

A first WhatsApp flow on top of systems you already run usually goes live within a few weeks, including Meta business verification.

Frequently asked questions

Can a WhatsApp bot understand Arabizi?

Yes, if it is built for it. We test on real Lebanese messages that mix Arabizi, Arabic script, French and English, and the bot answers in the style the customer used.

What does the WhatsApp Business Platform cost in Lebanon?

Meta charges per template message and places Lebanon in its “Rest of Middle East” rate group. Replies inside the 24-hour window after a customer writes are not template messages, so a bot that mainly answers is cheap to run.

Do we need the WhatsApp Business app or the API?

For an AI agent, the WhatsApp Business Platform (the API), on a number you verify with Meta. The phone app cannot be automated reliably and risks the number.

Can it take cash on delivery orders?

Yes. It confirms the basket and total in USD and books the delivery as cash on delivery, or sends your payment link if you take cards.

What happens when the connection drops mid-conversation?

The conversation is kept on our side, so the customer continues where they left off, and failed messages are retried.
