AI voice agents in Saudi Arabia.

Hephon is an AI agency in Dubai (Hephon L.L.C-FZ) that builds AI voice agents for businesses in Saudi Arabia: agents that answer calls in Saudi Arabic and English, book and check from your systems, and pass the caller to a person with a transcript.

What should a voice agent for Saudi callers do?

Answer in Saudi Arabic as callers speak it, Najdi or Hijazi, and in English; act on the request from your live systems; read numbers back before using them; run on a line your company holds from a licensed operator, under the CST’s calling rules; and keep recordings and transcripts under the PDPL.

What Saudi callers sound like

Saudi callers rarely speak formal Arabic on the phone. A Riyadh caller says “ابي” and “الحين”, a Jeddah caller “ابغى” and “دحين”, and both drop English words in for brands, products and numbers. Many open with a full greeting and expect one back, and a voice that sounds like a news bulletin reads as foreign in the first sentence.

Accent is the hardest part to get right. In our own listening tests on Lebanese Arabic, fast speech-to-speech models failed the accent on three of four lines, even when told which accent to use, so we build voice agents as a pipeline we control: speech recognition tuned for the caller, a language model with your data, and a voice chosen by native listeners.

  • السلام عليكم، ابي اعرف وش صار على طلبي

Hello, I want to know what happened with my order.

  • ابغى احجز موعد يوم الخميس

Hijazi: I want to book an appointment on Thursday.

  • “رقم الطلب four-seven-one-two”

An order number read half in English.

Saudi rules for voice agents

Calls carry personal data and, when they sell, they are regulated marketing. These are the rules we build around.

Telecom is licensed by the CST

Phone and messaging services in the Kingdom are licensed by the Communications, Space and Technology Commission, which also sets the rules on automated and promotional calls. We do not resell numbers: the agent answers on a line your company already holds from a licensed operator, and promotional calls keep proof of consent.

Marketing needs consent you can prove

Marketing messages and calls fall under the PDPL and the rules on spam messages and calls. Consent has to come from the customer directly, and consent buried in a privacy policy does not count. Opt-ins are recorded with the conversation, and opt-outs are honoured on the next message.

The Saudi PDPL, enforced by SDAIA

The Personal Data Protection Law came into force on 14 September 2023 and has been fully enforceable since 14 September 2024, supervised by the Saudi Data and AI Authority (SDAIA). Every field the assistant asks for needs a purpose, and customers can ask what is held about them.

Data leaving the Kingdom needs a reason

SDAIA’s regulation on transferring personal data outside the Kingdom allows transfers under conditions, some with a risk assessment first, and sector regulators can require data to stay in Saudi Arabia. We choose where conversations are stored and which model regions are used with you, before launch.

What we build for Saudi businesses

Inbound call answering

Bookings, order status, branch hours and account questions handled end to end, with everything else routed to your team.

Phone ordering

The caller lists what they want in Saudi Arabic or English; the agent finds the products and reads the basket back before ordering.

Reminders and follow-ups

Service calls to customers who expect them, with consent recorded for anything promotional.

Contact-centre handoff

Transfers into your existing contact centre with the transcript, so the human agent does not ask the caller to start again.

Two builds back this page. At Emirates Group’s ForsaTEK, the AI panelist we built with KalaMena AI answered out loud for an hour in 100 to 200 milliseconds, recognising each speaker. In Saudi Arabia, the assistant we built inside the Panda app handles Saudi dialect for an app with more than ten million users, and was designed so voice can be added without rebuilding its brain. Hephon Commerce, our product, already takes phone orders for supermarkets in Gulf Arabic.

Cost and timeline in Saudi Arabia

A focused first build usually lands between a few thousand and a few tens of thousands of dollars, depending on how many channels and systems it touches and how clean your data is. We scope a fixed price after a short discovery call, so you know the number before you commit. We invoice in SAR or USD; call minutes are a running cost we estimate from your volumes.

A first call type usually goes live within a few weeks of your line being connected. We test the voice with native Saudi listeners before launch.

Frequently asked questions

Does the voice agent speak Saudi Arabic?

Yes. We choose the voice and wording by testing with native Saudi listeners, and the agent understands Najdi and Hijazi phrasing as well as English.

Can it use our existing Saudi number?

Yes. The agent connects to a line your company already holds from a licensed operator; we do not resell numbers. Telecom services in the Kingdom are licensed by the CST.

Can it make promotional calls?

Only within the CST’s rules on promotional and automated calls and the PDPL, which means consent from the customer that you can prove. Service calls to existing customers are the usual first use. This is general information, not legal advice.

Are calls recorded and where are they stored?

Recordings and transcripts are stored where your sector’s rules allow, agreed with you in discovery, with SDAIA’s transfer regulation in mind. You choose the retention period.

Why not use a speech-to-speech model?

They are fast, but in our own listening tests on Lebanese Arabic they failed the accent on three of four lines. We use a pipeline where each part, hearing, thinking and speaking, can be chosen and tuned for your callers.

Our product for retailers

Hephon Commerce

For Saudi supermarkets, Hephon Commerce takes phone orders: the caller says what they need in Gulf Arabic or English, it finds the products in your catalogue, and reads the basket back before anything is ordered.
