AI voice agents in the UAE.

Hephon is an AI agency in Dubai (Hephon L.L.C-FZ) that builds AI voice agents for UAE businesses: agents that answer and make calls in Gulf Arabic and English, on your own phone line, and act on what the caller asks. We built the live AI panelist that answered on stage at Emirates Group’s ForsaTEK.

How does an AI voice agent work in the UAE?

It answers or places calls in Gulf Arabic and English on a line registered to your trade licence with e& or du, because UAE numbers cannot be resold and cloud carriers such as Twilio do not allow outbound calls from them. It books and checks from your systems, keeps marketing calls within legal hours, and hands over with a transcript.

What UAE callers sound like

Callers in the UAE switch languages mid-sentence, start in English and finish in Arabic, read out numbers in one language and names in another. Emirati callers expect Gulf Arabic back, not a news-reader’s Modern Standard Arabic; expatriate callers expect clear English. The agent has to decide which to answer in from the caller, not from a menu.

Phone numbers, plate numbers and booking references are where general speech recognition fails, especially when they are read in Arabic. We read them back before acting on them, and we choose the voice by testing candidates on native listeners rather than by reading a vendor’s language list.

  • مرحبا، ابا اغير الموعد لباجر الصبح

Hello, I want to move the appointment to tomorrow morning.

  • “My number is zero five zero… خمسة واحد…”

A number started in English and finished in Arabic.

  • “Hi, is the Jumeirah branch open on Friday?”

The plain English call most branches get all day.

UAE rules for voice agents

Voice is the most regulated channel in the UAE. These are the rules that decide how a voice agent is connected and when it may call.

Phone lines come from e& and du

Voice service in the UAE comes from the licensed operators, and reselling numbers or minutes needs a TDRA licence. Cloud carriers such as Twilio do not allow outbound calls from UAE numbers. So the agent works on a line registered to your own trade licence; we never own your number.

Marketing calls have hours and a registry

Cabinet Resolution No. 56 of 2024 limits marketing calls to 9am to 6pm, bans telemarketing from personal numbers, and protects numbers on the national Do Not Call Registry. An AI agent that calls to sell is a marketing call like any other, so outbound campaigns are built inside those limits.

Federal data law: the UAE PDPL

Onshore, personal data falls under Federal Decree-Law No. 45 of 2021, in force since 2 January 2022. Its executive regulations had not been published by late 2026, so we build to the law’s own principles: a clear purpose for every field the agent collects, data kept no longer than needed, and a person’s right to object to decisions made only by automated processing.

DIFC and ADGM have their own rules

A business registered in the DIFC answers to DIFC Data Protection Law No. 5 of 2020, whose Regulation 10 covers personal data processed by autonomous and semi-autonomous systems such as AI agents. ADGM has its own Data Protection Regulations 2021. We confirm which regime applies before the first conversation is stored.

What we build for UAE businesses

An AI receptionist

Answers every call, handles opening hours, directions, bookings and order status, and routes the rest to the right person with a summary.

Outbound reminders

Appointment, renewal and payment reminders on your own line, within the legal calling hours and to customers who expect the call.

Phone ordering

The caller says what they want, the agent finds it in your catalogue and reads the order back before anything is placed.

Transcripts and summaries

Every call leaves a transcript and a short summary in your CRM or helpdesk, searchable by your team.

With KalaMena AI we built Maryam 3.0, a virtual panelist that answered the moderator out loud at ForsaTEK, Emirates Group’s innovation event in Dubai, for a full hour. It recognised each panelist by voice, decided when a question was meant for it, did not talk over anyone, and answered in 100 to 200 milliseconds from the end of the question. A phone call adds network delay, but the engineering problems are the same.

Cost and timeline in the UAE

A focused first build usually lands between a few thousand and a few tens of thousands of dollars, depending on how many channels and systems it touches and how clean your data is. We scope a fixed price after a short discovery call, so you know the number before you commit. Running costs depend on call minutes, and the line itself stays on your e& or du bill.

A first call type usually goes live within a few weeks. Connecting your line needs your operator’s cooperation, which we arrange with you in the first week.

Frequently asked questions

Can an AI voice agent use our existing UAE number?

Yes, and it should. Calls can be forwarded or routed to the agent from your existing line. For outbound calls the number must be on an e& or du line registered to your trade licence: cloud carriers such as Twilio do not allow outbound calls from UAE numbers.

Can you give us a UAE number for the agent?

No. Reselling UAE numbers or minutes needs a TDRA licence. We connect the agent to a line you hold, so you own the number and the relationship with your operator.

Can the agent make sales calls?

Only within the UAE telemarketing rules: between 9am and 6pm, from a company line, and not to numbers on the Do Not Call Registry. Service calls such as reminders to existing customers are the more common first use. This is general information, not legal advice.

Does it speak Emirati Arabic?

It speaks Gulf Arabic, and we choose the voice by blind tests with native listeners. It also speaks English and switches when the caller does.

How fast does it answer?

Fast enough to feel like a conversation. On stage at ForsaTEK our panelist answered in 100 to 200 milliseconds; a phone line adds delay, so we measure on your real line before launch.
